The ECTN system is used in the Democratic Republic of the Congo (DRC) to control the export of goods from the country. The ECTN is a document that is required for all exports from the DRC and must be obtained from the Chambers of Commerce in the country of origin.
The ECTN must be presented to the customs authorities in the DRC at the time of export, and the exporting company must have a valid ECTN for the goods being exported. The ECTN system was introduced in the DRC in 2008 and is administered by the Ministry of Industry and Mines. The ECTN is valid for one year from the date of issuance and must be renewed annually.

    An ECTN, or Export Control Certificate Number, is required for all shipments of goods from the DEMOCRATIC REPUBLIC OF THE CONGO. The ECTN is obtained from the National Agency for the Control of Exports (ANEM in French), and the shipping company will need
    The following documentation in order to apply for the certificate:
    1. A commercial invoice for the goods being shipped
    2. A packing list for the goods being shipped
    3. A letter of credit or another payment guarantee
    4. A certificate of origin for the goods being shipped
    5. A license from ANEM if the goods being shipped fall under the category of "strategic goods"
    6. An insurance policy for the goods being shipped The shipping company will then submit the above documentation to ANEM, along with the ECTN application form.
