In Somalia, the ECTN is mandatory for all shipments entering or leaving the country's ports. The system aims to improve security, prevent fraud and increase efficiency in the supply chain. Somalia ECTN certificates are issued by approved service providers and must be obtained before the cargo is loaded onto the vessel. Failure to comply with the ECTN requirements can result in fines and delays in the clearance of goods.

Beginning on February 1, 2023, any shipment going to Mogadishu, Berbera, Bossaso, Merca, or Kismayo must have a mandatory E-CTN.
